Gov. Eliot Spitzer announced on Sept. 4 that he had signed Jonathan’s Law, which grants the parents and guardians of disabled children and adults greater access to records related to their care while in residential mental-hygiene facilities run by the state or voluntary agencies.
The law was the result of advocacy by Michael and Lisa Carey, who were unable to access records about the care of their 13-year-old autistic son, who died in a private school for developmentally disabled children in 2004.
